Fiscal Federalism, Are There Lessons To Be Learnt for China?

This article which is based on the second of the IBFD Tax Lecture Series in Beijing, China, questions as to whether some of the principles of fiscal federalism can be usefully applied to the system of taxation and public spending in China. In doing so, a comparison is made between the European Union, Belgium and China.
