The Pilot Value Added Tax Reform

In this article, the author discusses the introduction of a pilot value added tax (VAT) reform in Shanghai, which serves to extend the application of VAT to certain industries which were previously subject to business tax. The contents of the reform as well as its implications for taxpayers, their suppliers and their customers are discussed.
