The article provides a historical review of the debate on the taxation of electronic commerce, reviews the literature on the subject, and examines some of the proposed solutions to the taxation of cross-border activities that use electronic commerce. It also looks at the practical aspects of developing a tax policy in the area of electronic commerce and illustrates the difficulty in applying a worldwide approach to the taxation of electronic commerce.
